Balancing Transparency with the Protection of Evaluation Information
SEC(Sustainable Enterprise Evaluation Commission)는 평가제도의 투명성과 신뢰성을 높이고 기업·공공기관 및 이해관계자가 SEC의 평가제도를 올바르게 이해할 수 있도록 주요 운영정보를 공개한다.
SEC (Sustainable Enterprise Evaluation Commission) discloses key operational information to enhance the transparency and reliability of its evaluation system and to enable corporations, public institutions, and stakeholders to properly understand SEC evaluations.
동시에 평가의 공정성과 객관성 및 독립성을 유지하고 평가방법론과 평가체계에 관한 지식재산을 보호하기 위하여 공개가 적절하지 않은 내부 평가정보는 정해진 기준에 따라 관리한다.
At the same time, SEC manages internal evaluation information that is not appropriate for public disclosure under established standards in order to maintain the fairness, objectivity, and independence of evaluations and to protect intellectual property relating to its evaluation methodology and framework.
Ⅰ. 정보공개의 기본원칙
I. Basic Principles of Information Disclosure
SEC는 평가제도의 운영에 필요한 정보를 정확하고 일관되게 공개하고, 공개된 정보가 지속적으로 신뢰성을 유지할 수 있도록 관리한다.
SEC discloses information necessary for the operation of its evaluation system accurately and consistently and manages disclosed information to maintain its reliability over time.
정보공개는 SEC의 공식 운영정보를 사회와 이해관계자에게 제공하는 제도적 수단으로 운영하며, 공개되는 정보는 객관적으로 확인할 수 있는 사실과 공식적으로 확정된 내용을 기준으로 한다.
Information disclosure serves as an institutional means of providing SEC’s official operational information to society and stakeholders, and disclosed information is based on objectively verifiable facts and officially confirmed information.

II. Public Information
SEC는 평가제도를 이해하고 공식적인 운영현황을 확인하는 데 필요한 정보를 공개한다.
SEC discloses information necessary to understand its evaluation system and verify its official operations.
공개정보에는 SEC의 주요 운영규정, 평가공고와 평가절차에 관한 정보, 공식 평가결과, 인증정보, 연구·분석보고서 및 그 밖에 공개가 필요하다고 정한 정보가 포함될 수 있다.
Public information may include SEC’s principal operational regulations, information concerning evaluation announcements and procedures, official evaluation results, certification information, research and analysis reports, and other information designated for public disclosure.
각 정보의 구체적인 내용은 해당 정보를 담당하는 홈페이지 메뉴와 공식 공개문서를 통해 제공한다.

Ⅲ. 비공개 정보
III. Confidential Information
SEC는 평가의 공정성·객관성·독립성을 유지하고 평가업무의 신뢰성과 지식재산을 보호하기 위하여 공개가 적절하지 않은 내부정보를 비공개로 관리한다.
SEC manages internal information that is not appropriate for public disclosure as confidential in order to maintain the fairness, objectivity, and independence of evaluations and to protect the reliability and intellectual property of its evaluation activities.
비공개 정보에는 공개할 경우 평가결과의 객관성이나 평가업무의 독립적인 수행에 영향을 미칠 수 있는 내부 평가기준, 세부 산출방식, 가중치, 배점, 계수, 내부 검토자료 및 그 밖의 내부 관리정보가 포함될 수 있다.
Confidential information may include internal evaluation criteria, detailed calculation methods, weights, scoring allocations, coefficients, internal review materials, and other internal management information where disclosure could affect the objectivity of evaluation results or the independent conduct of evaluation activities.
비공개 정보의 범위는 정보의 성격과 공개에 따른 영향을 고려하여 정해진 기준에 따라 관리한다.
The scope of confidential information is managed under established standards in consideration of the nature of the information and the potential effects of its disclosure.
Ⅳ. 평가방법론 및 지식재산의 보호
IV. Protection of Evaluation Methodology and Intellectual Property
SEC는 기업 및 공공기관이 평가제도의 목적과 구조 및 절차를 충분히 이해하는 데 필요한 정보를 공개하는 한편, 평가방법론과 평가체계의 전문성·독립성 및 지식재산을 보호하기 위하여 세부적인 내부 평가기법과 산출기준은 공개정보와 구분하여 관리한다.
SEC discloses information necessary for corporations and public institutions to understand the purpose, structure, and procedures of its evaluation system, while separately managing detailed internal evaluation techniques and calculation standards in order to protect the professionalism, independence, and intellectual property of its evaluation methodology and framework.
공개 여부는 평가대상이 평가제도를 이해하는 데 필요한 정보인지, 평가의 객관성과 공정성에 영향을 미칠 가능성이 있는 정보인지, 지식재산 또는 내부 관리정보에 해당하는지 등을 고려하여 판단한다.
Disclosure decisions take into account whether information is necessary for evaluated organizations to understand the evaluation system, whether disclosure could affect evaluation objectivity or fairness, and whether the information constitutes intellectual property or internal management information.
Ⅴ. 정보의 정확성과 최신성
V. Accuracy and Currency of Information
SEC는 공개정보의 정확성과 최신성을 유지하기 위하여 공개된 내용을 지속적으로 관리한다.
SEC continuously manages disclosed information to maintain its accuracy and currency.
규정이나 기준 또는 공개정보가 제정·개정·변경된 경우에는 적용시점과 적용범위를 명확하게 관리하고 필요한 사항을 공식 공개정보에 반영한다.
Where regulations, standards, or disclosed information are enacted, revised, or changed, SEC clearly manages their effective dates and scope of application and reflects necessary changes in official public information.
Ⅵ. 제·개정 정보의 관리
VI. Management of Enactment and Revision Information
SEC는 주요 규정과 공개기준의 제정 및 개정사항을 체계적으로 관리한다.
SEC systematically manages information concerning the enactment and revision of its principal regulations and disclosure standards.
제정일, 개정일, 시행일 및 주요 변경사항 등 공개가 필요한 정보는 정해진 기준에 따라 기록·관리하며, 관련 내용은 「제·개정 이력」을 통해 확인할 수 있도록 한다.
Information designated for disclosure, including enactment dates, revision dates, effective dates, and major changes, is recorded and managed under established standards and made available through “Enactment and Revision History.”

VII. Electronic Disclosure
SEC는 이용자가 필요한 정보에 편리하게 접근할 수 있도록 주요 공개정보를 홈페이지와 전자문서 등의 형태로 제공한다.
SEC provides key public information through its website and electronic documents to facilitate convenient access to relevant information.
전자적으로 공개되는 정보는 해당 정보의 성격과 이용목적을 고려하여 적절한 형태로 제공하고, 변경사항이 발생한 경우 최신 정보가 반영될 수 있도록 관리한다.
Information disclosed electronically is provided in an appropriate form according to its nature and intended use and is managed so that updates are reflected when changes occur.
Ⅷ. 정보공개와 정보보호
VIII. Information Disclosure and Protection
SEC는 투명한 정보공개와 필요한 정보보호가 서로 상충하는 원칙이 아니라 신뢰할 수 있는 평가제도를 운영하기 위한 상호 보완적인 요소로 본다.
SEC regards transparent information disclosure and necessary information protection not as conflicting principles but as complementary elements of a reliable evaluation system.
평가제도의 이해와 검증에 필요한 정보는 공개하고, 평가의 공정성·객관성·독립성 및 지식재산을 보호하기 위하여 관리가 필요한 정보는 정해진 기준에 따라 보호함으로써 정보공개와 정보보호의 균형을 유지한다.
SEC maintains a balance between disclosure and protection by making available information necessary to understand and verify the evaluation system while protecting information that requires controlled management to preserve evaluation fairness, objectivity, independence, and intellectual property.
