    Evaluation Ethics

     

     

     

    SEC(Sustainable Enterprise Evaluation Commission)는 평가의 독립성·공정성·객관성·전문성 및 신뢰성을 확보하기 위하여 평가업무를 수행하는 모든 구성원이 준수해야 할 평가윤리의 기본원칙과 행위기준을 적용한다.

     

    SEC (Sustainable Enterprise Evaluation Commission) applies Fundamental Principles and standards of conduct for Evaluation Ethics that all persons engaged in evaluation activities are required to observe in order to safeguard the Independence, Fairness, Objectivity, Professionalism, and Reliability of its evaluations.

     

    평가윤리는 평가업무 수행자가 개인적 이해관계나 외부 또는 내부의 부당한 영향으로부터 독립하여 전문적인 판단을 수행하고, 평가과정에서 취득한 정보와 권한을 책임 있게 사용하도록 하는 평가업무의 기본적인 윤리기준이다.

     

    Evaluation Ethics provide fundamental ethical standards to ensure that persons engaged in evaluation activities exercise professional judgment independently of personal interests or undue external or internal influence and use information and authority obtained through the evaluation process responsibly.

     

     

    Ⅰ. 평가윤리의 기본원칙

    I. Fundamental Principles of Evaluation Ethics

     

     

    평가업무 수행자는 SEC의 평가 기본원칙인 독립성(Independence), 공정성(Fairness), 객관성(Objectivity), 전문성(Professionalism), 투명성(Transparency) 및 신뢰성(Reliability)을 준수하여 평가업무를 수행한다.

     

    Persons engaged in evaluation activities conduct their duties in accordance with SEC’s Fundamental Principles of Evaluation: Independence, Fairness, Objectivity, Professionalism, Transparency, and Reliability.

     

    평가업무 수행자는 평가대상의 규모, 사회적 영향력, 경제적·사업적 관계 또는 기타 이해관계와 관계없이 정해진 평가원칙과 절차에 따라 공정하게 평가해야 한다.

     

    Persons engaged in evaluation activities must conduct evaluations fairly in accordance with established evaluation principles and procedures regardless of the size or social influence of an evaluation subject, economic or business relationships, or other interests.

     

    평가에 관한 전문적 판단은 객관적인 자료와 검증 가능한 정보, SEC 평가방법론(SEC Evaluation Methodology), SEC 평가체계(SEC Evaluation Framework) 및 정해진 평가절차에 따라 이루어져야 한다.

     

    Professional evaluation judgments must be made on the basis of objective data, verifiable information, the SEC Evaluation Methodology, the SEC Evaluation Framework, and established evaluation procedures.

     

     

    Ⅱ. 공정하고 객관적인 평가

    II. Fair and Objective Evaluation

     

     

    평가업무 수행자는 개인적인 선호·편견·이해관계 또는 평가대상에 대한 선입견이 평가판단에 영향을 미치지 않도록 해야 한다.

     

    Persons engaged in evaluation activities must ensure that personal preferences, bias, interests, or preconceptions regarding an evaluation subject do not influence evaluation judgments.

     

    평가대상에 유리하거나 불리한 결론을 미리 정한 상태에서 자료를 선택적으로 해석하거나 평가결과를 왜곡해서는 안 된다.

     

    Evaluation materials must not be selectively interpreted, nor evaluation results distorted, on the basis of a predetermined favorable or unfavorable conclusion regarding an evaluation subject.

     

    평가자료의 내용과 신뢰성, 해당 자료와 평가지표의 관련성 및 평가에 필요한 사실관계를 객관적으로 검토하고, 확인된 근거에 따라 평가판단을 수행한다.

     

    The content and reliability of evaluation materials, their relevance to applicable evaluation indicators, and the facts necessary for evaluation are objectively reviewed, and evaluation judgments are made on the basis of verified evidence.

     

     

     

    Ⅲ. 전문적 판단과 책임

    III. Professional Judgment and Responsibility

     

     

    평가업무 수행자는 자신의 권한과 책임의 범위에서 전문적인 지식과 합리적인 판단을 바탕으로 평가업무를 성실하게 수행한다.

     

    Persons engaged in evaluation activities perform their duties diligently within the scope of their authority and responsibilities, based on professional knowledge and reasonable judgment.

     

    전문적인 의견의 차이가 있는 경우에는 개인적인 이해관계나 직위에 따른 영향력이 아니라 객관적인 평가근거와 정해진 검토·심의절차를 통해 판단한다.

     

    Where differences in professional opinion arise, they are resolved through objective evaluation evidence and established review and deliberation procedures rather than through personal interests or influence arising from position or authority.

     

    평가업무 수행자는 자신이 수행한 평가판단과 업무가 정해진 평가원칙과 절차에 부합하도록 책임 있게 업무를 수행한다.

     

    Persons engaged in evaluation activities perform their duties responsibly to ensure that their evaluation judgments and activities comply with established evaluation principles and procedures.

     

     

    Ⅳ. 평가정보의 보호와 책임 있는 이용

    IV. Protection and Responsible Use of Evaluation Information

     

     

    평가업무 수행자는 평가과정에서 취득한 비공개 정보와 보호가 필요한 평가자료를 정해진 기준과 절차에 따라 관리한다.

     

    Persons engaged in evaluation activities manage non-public information and protected evaluation materials obtained through the evaluation process in accordance with established standards and procedures.

     

    평가과정에서 알게 된 비공개 정보 또는 평가자료를 평가업무와 관계없는 사적 목적이나 자신 또는 제3자의 부당한 이익을 위하여 이용해서는 안 된다.

     

    Non-public information or evaluation materials obtained through the evaluation process must not be used for private purposes unrelated to evaluation activities or for the improper benefit of the evaluator or any third party.

     

    평가정보의 이용과 공유는 평가업무 수행에 필요한 범위에서 이루어져야 하며, 접근권한이 없는 자에게 비공개 정보나 보호가 필요한 자료를 임의로 제공해서는 안 된다.

     

    Evaluation information may be used and shared only to the extent necessary for evaluation activities, and non-public information or protected materials must not be provided without authorization to persons who do not have appropriate access rights.

     

     

     

    Ⅴ. 이해상충과 사적 이해관계

    V. Conflicts of Interest and Personal Interests

     

     

    평가업무 수행자와 평가위원은 개별 평가대상과 관련하여 자신의 전문적 판단에 영향을 미치거나 영향을 미치는 것으로 합리적으로 인식될 수 있는 이해관계가 있는 경우 이를 숨기거나 평가판단에 부당하게 반영해서는 안 된다.

     

    Persons engaged in evaluation activities and Evaluation Committee members must not conceal interests relating to an individual evaluation subject where such interests may affect, or may reasonably be perceived as affecting, their professional judgment, nor allow such interests to improperly influence evaluation judgments.

     

    평가의 독립성이나 공정성에 영향을 미칠 가능성이 있는 개인적·직업적·경제적 이해관계가 확인된 경우 정해진 기준과 절차에 따라 이를 관리한다.

     

    Where personal, professional, or economic interests that may affect the Independence or Fairness of Evaluation are identified, they are managed in accordance with established standards and procedures.

     

    필요한 경우 해당 평가업무에 대한 제척·회피 또는 업무의 재배정 등 적절한 조치를 적용한다.

     

    Where necessary, appropriate measures are applied, including recusal, avoidance, or reassignment of the relevant evaluation responsibilities.

     

     

     

    Ⅵ. 부당한 청탁·압력 및 이익제공에 대한 원칙

    VI. Principles Concerning Improper Solicitation, Pressure, and Benefits

     

     

    평가업무 수행자는 평가판단이나 평가결과에 영향을 미치기 위한 외부 또는 내부의 부당한 지시·압력·청탁·회유를 받아들이지 않는다.

     

    Persons engaged in evaluation activities do not accept external or internal instructions, pressure, solicitation, or inducement intended to improperly influence evaluation judgments or results.

     

    평가결과·평가등급 또는 인증결정의 유리한 변경과 관련하여 금전·금품·편의 또는 기타 경제적 이익을 요구하거나 제공받아서는 안 된다.

     

    Persons engaged in evaluation activities must not request or accept money, gifts, favors, or other economic benefits in connection with favorable changes to evaluation results, Ratings, or Certification decisions.

     

    평가업무 수행자는 평가의 독립성이나 공정성을 훼손할 우려가 있는 부당한 영향이나 개입을 받은 경우 이를 평가판단에 반영하지 않고 정해진 기준과 절차에 따라 필요한 조치를 취한다.

     

    Where persons engaged in evaluation activities are subject to improper influence or interference that may compromise the Independence or Fairness of Evaluation, they do not reflect such influence or interference in their evaluation judgments and take necessary action in accordance with established standards and procedures.

     

     

    Ⅶ. 평가대상에 대한 공정한 태도

    VII. Fair Treatment of Evaluation Subjects

     

     

    평가업무 수행자는 모든 평가대상을 존중하고 정해진 평가원칙과 절차에 따라 일관되고 공정하게 평가한다.

     

    Persons engaged in evaluation activities treat all evaluation subjects with respect and evaluate them consistently and fairly in accordance with established evaluation principles and procedures.

     

    평가대상의 유형·규모·기능·사업특성 또는 운영환경의 차이를 고려하는 경우에도 동일한 평가목적과 적용원칙에 따라 객관적으로 판단하며, 특정 평가대상에 임의로 유리하거나 불리한 기준을 적용해서는 안 된다.

     

    Even where differences in the type, size, function, business characteristics, or operating environment of an evaluation subject are considered, judgments are made objectively in accordance with the same evaluation purposes and application principles, and criteria must not be arbitrarily applied in a manner that favors or disadvantages a particular evaluation subject.

     

    사실확인이나 이의신청 등 정해진 절차를 이용하였다는 이유로 평가대상에 유리하거나 불리한 평가를 해서는 안 된다.

     

    An evaluation subject must not receive favorable or unfavorable treatment merely because it has used established procedures such as Factual Review or Appeal.

     

     

    Ⅷ. 평가윤리의 준수와 관리

    VIII. Compliance with and Management of Evaluation Ethics

     

     

    SEC는 평가윤리가 실제 평가업무에서 일관되게 준수될 수 있도록 관련 기준과 절차를 운영한다.

     

    SEC operates relevant standards and procedures to ensure that Evaluation Ethics are consistently observed in actual evaluation activities.

     

    평가윤리에 위배되거나 위배될 가능성이 있는 사항이 확인된 경우 그 성격과 정도 및 평가업무에 미칠 수 있는 영향을 검토하고 필요한 조치를 적용한다.

     

    Where an actual or potential violation of Evaluation Ethics is identified, SEC reviews its nature and extent and its potential impact on evaluation activities and applies necessary measures.

     

    평가윤리에 관한 관리와 조치는 평가에 관한 전문적 판단을 통제하거나 대체하기 위한 것이 아니라, 전문적 판단이 독립적이고 공정하며 객관적으로 이루어질 수 있는 평가환경을 유지하기 위하여 적용한다.

     

    The management and enforcement of Evaluation Ethics are not intended to control or replace professional evaluation judgment but to maintain an evaluation environment in which such judgment can be exercised independently, fairly, and objectively.

     

    SEC는 평가업무 수행자의 윤리적 책임과 전문적 판단을 바탕으로 객관적이고 공정하며 신뢰할 수 있는 평가가 이루어질 수 있도록 평가윤리체계를 지속적으로 관리한다.

     

    SEC continuously manages its Evaluation Ethics framework to support objective, fair, and reliable evaluation based on the ethical responsibility and professional judgment of persons engaged in evaluation activities.
