본 백서는 WF책임경영지수(WF Sustainable Responsibility Index, WFSRI)의 개념과 이론적 기반, SEC의 평가철학과 평가방법론, 평가체계 및 평가지표 체계, 평가결과의 활용구조를 체계적으로 제시하는 SEC의 공식 기준문서(Official Reference Document)이다.

 

This White Paper is SEC’s Official Reference Document, systematically presenting the concept and theoretical foundations of the WF Sustainable Responsibility Index (WFSRI), SEC’s Evaluation Philosophy and Evaluation Methodology, Evaluation Framework and Indicator System, and the structure through which evaluation results are utilized.

 

본 백서는 기업·공공기관 및 기타 조직의 책임경영을 어떠한 관점과 기준으로 이해하고 평가하는지에 대한 공통의 평가기반과 평가언어(Evaluation Language)를 제시하고, 세계청년리더총연맹(WFPL)이 확립한 WFSRI 연구성과와 이를 토대로 수립·운영되는 SEC 평가체계의 구조와 상호관계를 명확하게 설명하는 것을 목적으로 한다.

 

This White Paper seeks to establish a common evaluation foundation and Evaluation Language for understanding and evaluating the Responsible Management of corporations, public institutions, and other organizations, and to clearly explain the structure and interrelationships between the WFSRI research outcomes established by the WORLD FEDERATION OF POWER LEADERS (WFPL) and the SEC Evaluation Framework established and operated on the basis of those research outcomes.

 

WFSRI는 세계청년리더총연맹(WORLD FEDERATION OF POWER LEADERS, WFPL)이 장기간의 연구개발을 통해 확립한 책임경영 평가 연구성과이며, SEC(Sustainable Enterprise Evaluation Commission)는 이를 토대로 SEC 평가방법론(SEC Evaluation Methodology)과 SEC 평가체계(SEC Evaluation Framework)를 수립·운영하고 지속적으로 고도화한다.

 

The WFSRI is the outcome of long-term research and development by the WORLD FEDERATION OF POWER LEADERS (WFPL) in the field of Responsible Management evaluation. Building on these research outcomes, SEC (Sustainable Enterprise Evaluation Commission) establishes, operates, and continuously advances the SEC Evaluation Methodology and SEC Evaluation Framework.

WF책임경영지수(WF Sustainable Responsibility Index, WFSRI)는 SEC 평가방법론과 SEC 평가체계를 기반으로 기업·공공기관 및 기타 조직의 책임경영에 관한 평가결과를 종합적으로 반영하여 산출하는 SEC의 종합평가지수(Comprehensive Evaluation Index)이다.

 

The WF Sustainable Responsibility Index (WFSRI) is SEC’s Comprehensive Evaluation Index, derived by comprehensively reflecting evaluation results on the Responsible Management of corporations, public institutions, and other organizations based on the SEC Evaluation Methodology and SEC Evaluation Framework.

 

WFSRI는 SEC 평가체계 자체를 의미하지 않는다. SEC 평가체계는 책임경영을 평가하기 위한 구조이며, WFSRI는 그 평가체계를 통해 도출된 평가결과를 종합적으로 반영하여 산출하는 종합평가지수이다.

 

The WFSRI does not itself constitute the SEC Evaluation Framework. The SEC Evaluation Framework provides the structure for evaluating Responsible Management, while the WFSRI is the Comprehensive Evaluation Index derived by comprehensively reflecting the evaluation results generated through that framework.

 

 

백서의 구성

Structure of the White Paper

 

 

본 백서는 WFSRI의 개념과 개발배경에서 출발하여 평가철학과 기본원칙, SEC 평가체계, 9대 평가부문과 27개 하위평가항목, 159개 세부평가지표와 50개 핵심가치지표(Core Value Indicators, CVIs), WFSRI, SEC WFSRI Rating 및 SEC WFSRI Certification으로 이어지는 구조로 구성되어 있다.

 

This White Paper proceeds from the concept and development background of the WFSRI to the Evaluation Philosophy and Fundamental Principles, SEC Evaluation Framework, 9 Evaluation Domains and 27 Evaluation Pillars, 159 Detailed Evaluation Indicators and 50 Core Value Indicators (CVIs), the WFSRI, SEC WFSRI Rating, and SEC WFSRI Certification.

 

각 장은 동일한 내용을 반복하기보다 책임경영 평가를 구성하는 서로 다른 요소와 기능을 단계적으로 설명하도록 구성하였다. 이를 통해 평가철학과 평가방법론이 SEC 평가체계와 평가지표 체계로 구체화되고, 평가결과가 WFSRI로 종합되어 SEC WFSRI Rating과 SEC WFSRI Certification 등 관련 평가결과 체계와 인증제도로 연결되는 전체 구조를 이해할 수 있도록 하였다.

 

Rather than repeating the same concepts across chapters, each chapter progressively explains distinct elements and functions of Responsible Management evaluation. This structure enables readers to understand how the Evaluation Philosophy and Evaluation Methodology are translated into the SEC Evaluation Framework and Indicator System, how evaluation results are integrated into the WFSRI, and how they connect to related evaluation result and certification systems, including the SEC WFSRI Rating and SEC WFSRI Certification.

Scope of Public Disclosure

 

 

본 백서는 SEC 평가체계의 기본구조와 평가철학, 기본원칙 및 주요 평가영역을 공개하여 WFSRI와 SEC 평가체계에 대한 이해를 높이는 것을 목적으로 한다. 이에 따라 9대 평가부문과 27개 하위평가항목의 명칭과 주요 내용을 공개하고, SEC 평가지표 체계가 159개 세부평가지표와 그 가운데 선정된 50개 SEC 핵심가치지표(Core Value Indicators, CVIs)로 구성된다는 기본구조를 제시한다.

 

This White Paper presents the fundamental structure, Evaluation Philosophy, Fundamental Principles, and principal evaluation areas of the SEC Evaluation Framework to support a clear understanding of the WFSRI and SEC Evaluation Framework. Accordingly, it discloses the names and principal content of the 9 Evaluation Domains and 27 Evaluation Pillars and presents the basic structure of the SEC Indicator System, which comprises 159 Detailed Evaluation Indicators and 50 SEC Core Value Indicators (CVIs) selected from among them.

 

다만 개별 세부평가지표와 핵심가치지표(CVIs)의 구체적인 구성·적용정보, 세부 평가기준, 판단기준, 배점 및 가중치, 구체적인 산출방식, 내부 조정·검증기준 및 기타 구체적인 평가기법 등 평가의 독립성·공정성·객관성 및 신뢰성을 확보하기 위하여 보호할 필요가 있는 정보는 비공개를 원칙으로 하며, 평가 수행에 필요한 범위에서 제한적으로 관리·공유한다.

 

However, information requiring protection in order to safeguard the Independence, Fairness, Objectivity, and Reliability of evaluation—including the specific composition and application information of individual Detailed Evaluation Indicators and Core Value Indicators (CVIs), detailed Evaluation Criteria, judgment standards, scores and weights, specific calculation methods, internal adjustment and validation standards, and other specific evaluation techniques—is, in principle, maintained as non-public information and is managed and shared on a restricted basis to the extent necessary for conducting the evaluation.

 

이러한 비공개 원칙은 평가체계의 투명성을 제한하기 위한 것이 아니라, 평가의 독립성·공정성·객관성 및 신뢰성을 보호하고 세부 평가기법의 자의적 이용이나 평가과정에 대한 부당한 개입을 방지하기 위한 것이다.

 

This principle of non-disclosure is not intended to limit the transparency of the Evaluation Framework, but to protect the Independence, Fairness, Objectivity, and Reliability of evaluation and to prevent the arbitrary use of detailed evaluation techniques or improper interference in the evaluation process.
