    Fundamental Principles of Evaluation Independence

     

     

     

     

    SEC(Sustainable Enterprise Evaluation Commission)는 평가에 관한 전문적 판단이 외부 또는 내부의 부당한 영향으로부터 보호되고, 객관적인 자료와 검증 가능한 정보 및 정해진 평가기준과 절차에 따라 이루어지도록 평가의 독립성을 유지한다.

     

    SEC (Sustainable Enterprise Evaluation Commission) maintains the Independence of Evaluation to ensure that professional evaluation judgments are protected from undue external or internal influence and are made on the basis of objective data, verifiable information, and established evaluation criteria and procedures.

     

    Ⅰ. 전문적 평가판단의 독립성

    I. Independence of Professional Evaluation Judgment

     

     

    개별 평가에 관한 전문적 판단은 객관적인 평가자료와 검증 가능한 정보, SEC 평가방법론(SEC Evaluation Methodology), SEC 평가체계(SEC Evaluation Framework) 및 정해진 평가절차에 따라 이루어진다.

     

    Professional judgments concerning individual evaluations are made on the basis of objective evaluation materials, verifiable information, the SEC Evaluation Methodology, the SEC Evaluation Framework, and established evaluation procedures.

     

    평가대상의 규모·사회적 영향력, 경제적·사업적 관계 또는 기타 이해관계는 그 자체로 개별 평가판단이나 평가결과를 유리하거나 불리하게 하는 근거가 될 수 없다.

     

    The size or social influence of an evaluation subject, economic or business relationships, or other interests must not, in themselves, serve as a basis for favorable or unfavorable treatment in individual evaluation judgments or results.

     

     

     

    Ⅱ. 외부 및 내부 영향으로부터의 독립

    II. Independence from External and Internal Influence

     

     

    SEC는 평가대상, 이해관계자, 거래관계자 또는 그 밖의 외부 주체가 정당한 평가절차를 벗어나 개별 평가에 관한 전문적 판단에 부당한 영향을 미치는 것을 허용하지 않는다.

     

    SEC does not permit evaluation subjects, stakeholders, business counterparties, or other external parties to improperly influence professional judgments concerning individual evaluations outside legitimate evaluation procedures.

     

    경영진, 임직원 또는 평가업무와 관련된 내부 관계자 역시 정당한 권한과 절차를 벗어나 개별 평가판단·평가결과·평가등급 또는 인증결정에 부당하게 개입해서는 안 된다.

     

    Management, employees, and other internal parties associated with evaluation activities must likewise not improperly interfere with individual evaluation judgments, evaluation results, Ratings, or Certification decisions outside their legitimate authority and established procedures.

     

     

    Ⅲ. 경제적·사업적 관계와 평가의 독립

    III. Economic and Business Relationships and Evaluation Independence

     

     

    SEC는 평가대상과의 경제적·사업적 관계가 개별 평가결과·평가등급 또는 인증결정에 부당한 영향을 미치지 않도록 관리한다.

     

    SEC manages economic and business relationships with evaluation subjects to ensure that such relationships do not improperly influence individual evaluation results, Ratings, or Certification decisions.

     

    경제적·사업적 관계의 존재 여부 또는 재정적 기여 여부는 그 자체로 개별 평가결과·평가등급 또는 인증결정을 유리하거나 불리하게 하는 근거가 될 수 없다.

     

    The existence of an economic or business relationship or financial contribution must not, in itself, serve as a basis for favorable or unfavorable treatment in individual evaluation results, Ratings, or Certification decisions.

     

    SEC는 평가결과·평가등급 또는 인증결정의 유리한 변경을 조건으로 금전적 또는 기타 경제적 이익을 요구하거나 제공받지 않는다.

     

    SEC does not request or accept monetary or other economic benefits in exchange for favorable changes to evaluation results, Ratings, or Certification decisions.

     

     

     

    Ⅳ. 이해상충의 식별과 관리

    IV. Identification and Management of Conflicts of Interest

     

     

    SEC는 평가업무와 관련하여 발생하거나 발생할 가능성이 있는 이해상충을 식별하고, 해당 이해관계가 전문적 평가판단에 부당한 영향을 미치지 않도록 관리한다.

     

    SEC identifies actual or potential conflicts of interest related to evaluation activities and manages them to prevent such interests from improperly influencing professional evaluation judgments.

     

    필요한 경우 이해상충의 성격과 정도에 따라 업무분리, 정보차단, 접근권한 제한, 업무 재배정, 제척·회피 등 적절한 관리조치를 적용한다.

     

    Where necessary, SEC applies appropriate management measures according to the nature and extent of the conflict of interest, including separation of duties, information barriers, restrictions on access, reassignment of responsibilities, recusal, and avoidance.

     

    Ⅴ. 정당한 평가절차의 보장

    V. Safeguarding Legitimate Evaluation Procedures

     

     

    평가의 독립성은 평가에 관한 전문적인 검토와 의견교환을 배제하는 것을 의미하지 않는다.

     

    The Independence of Evaluation does not mean excluding professional review or the exchange of views concerning an evaluation.

     

    평가자료의 검증, 전문적인 검토와 의견조정, 사실확인, 종합검토와 평가위원회 심의 및 이의신청 등 정해진 평가절차에 따른 검토와 판단은 평가의 독립성을 침해하는 것으로 보지 않는다.

     

    Verification of evaluation materials, professional review and coordination of opinions, Factual Review, comprehensive review and Evaluation Committee deliberation, Appeal, and other review and judgment conducted in accordance with established evaluation procedures are not regarded as compromising the Independence of Evaluation.

     

    다만 정당한 평가절차를 이용하여 객관적인 근거 없이 특정 평가결과를 요구하거나 전문적 평가판단을 특정 방향으로 변경하도록 압력을 행사해서는 안 된다.

     

    However, legitimate evaluation procedures must not be used to demand a particular evaluation result without objective grounds or to exert pressure to alter professional evaluation judgments in a particular direction.

     

     

     

    Ⅵ. 평가 전 과정에서의 독립성

    VI. Independence throughout the Evaluation Process

     

     

    평가의 독립성은 특정 단계에 한정되지 않고 평가자료의 수집과 검증, 정량·정성평가, 점수산정, WFSRI 산출, 사실확인, 종합검토와 평가위원회 심의 및 최종 평가결과 확정에 이르는 평가 전 과정에 적용한다.

     

    The Independence of Evaluation is not limited to a particular stage but applies throughout the evaluation process, including the collection and verification of evaluation materials, quantitative and qualitative evaluation, score calculation, derivation of the WFSRI, Factual Review, comprehensive review and Evaluation Committee deliberation, and finalization of evaluation results.

     

    SEC는 평가의 독립성이 실제 평가과정에서 지속적으로 유지되도록 관련 제도와 절차를 운영하고, 평가의 독립성에 영향을 미칠 수 있는 사항을 지속적으로 확인·관리한다.

     

    SEC operates relevant systems and procedures to ensure that the Independence of Evaluation is continuously maintained throughout the evaluation process and continuously identifies and manages matters that may affect Evaluation Independence.
